Community College is free in Tulsa, yet, only 51% of 2015 Tulsa area high school graduates completed a FAFSA form. Janell implemented a two-year continuous improvement strategy focused on marketing campaigns, hands-on FAFSA completion labs, TV phone banks, and data tracking for high school counselors. By April 2017, there was a 13% increase in FAFSA forms completed for this year’s graduating class, compared to their 2016 peers.
